Definitely steps in the right direction. Two things though:
1) Flak will be the worst off (once again) with this "no exploding while on the ground" since all the missles will default to going straight towards the enemy anyway.
2) This doesn't solve the problem of MBTs not being able to take on gunner variants. I've driven for mags that have constantly pelted a BFR without ever taking down its shield for at least 5 clips. That's ridiculous, and though the other MBTs might be slightly better off, it's still horribly off balance. A lightning would kill an MBT faster than an MBT would take out a BFR shield.
Too little too late? Definitely. Good for the future of PS? Definitely.
