It is worth it if you
A) Run away allot
B) Are fast enough to run from an OS...that you can hear coming 4 hours befor it happens....You be the judge [smilie=armata_pdt_33.gif]

Surge is great if you know how to pick your battles. Also, if you cloak or tower drop (or otherwise fight in agile a lot), it is very beneficial. A surging cloaker is about as fast as a running max. If you are always in rexo or a max then go with an awareness implant instead (DL, Audio, Targeting).
