Sounds like West Hazelton, PA. Not quite sure what the point of the "GET A LIFE" quote is for. A personal quest?

I think that's a recounting of his summer time activities meant to taunt people with metal detectors, though I imagine that making and burying the plates was a greater waste of perfectly good time.
It's not uncommon either, I know quite a few people that bury things for metal detectors to find, fortunately most are not meant to be derogatory.

I disagree instead of sitting in a chair playing games all summer I took the initiative to fly my friends and I to CA to have fun. Even funnier if you see the "VICTIM" who's only source of income is finding lost change or objects in the beach. But you are correct there was no offense aimed toward anybody just to have fun; even the guy who dug it up was happy because I put my hotel address and room # with the promise of a 200$ reward for each of the 6 objects buried. Only 1 returned.

If I were to dig one of those up I wouold find it pretty amusing myself. A guy I used to work with would right poems and such and bury them, someone else used to do something similiar with a smart ass remark but attach a minor trinket. Both did the same as you mention and hung around to see their little "gifts" found.
Up here geo caching is a big recreational activity. (similar idea)
