Yes!
there are two environments in Pirates of the Burning Sea, land and Sea. When you are on land, it is like any other MMOG, you walk around town getting quests and engaging in sword fights. The graphics are pretty crappy, but this is not the aspect of the game you and I will enjoy. The best part of the game is when you are at sea. This second environment has you sailing your 18/19th century sailing ship in the Caribean Sea. You will encounter hostile ships, merchant freighters and friendly ships. Some of your quests may have you in an instance conducting ship to sihp battles. Those are a blast. Although the ones that have you boarding your opponent's vessels and engaging in melee combat aren't so great. Again, they didn't put enough effort into the melee combat system and the "walking around town" stuff. But if you want it for the ship to ship battles it is a blast and worth it.
