According to Massachusetts, playing the state lottery is considered gambling. It is a violation of his probation to gamble, so yes he should be punished for the probation violation. Ordering the State Lottery Commission to freeze his money and not give it to him would be a violation of the State Lottery Commission's contract with the public to offer this service. Therefore, the convicted felon should be allowed to collect his winnings. Now. the Court in Massachusetts which hears his probation violation may impose a fine equal to the value of his winnings. That way, everyone is satisfied. I do not know how it will work out, but that is my prediction. If they impose a fine less than what he won, he will come out ahead.
