$64 million to develop it, BUT it makes $15 per month, from 7 million people. Ontop of about $30-50 for the game itself.
That's making your money back and then some. Consoles on the other hand are expensive to develop, and to manufacture, and all that mumbo-jumbo. And if they flop you're boned in the ass, like Sony (or nintendo for that matter) will be if the console flops. Microsoft doesn't really matter, they've got billions in the bank, they could make a slew of fucked up consoles and not feel a thing in their wallet.
